QUALIFICATION STANDARDS:
Education: Bachelor's Degree in Civil Engineering
Experience: 3 years of relevant work experience
Training: 8 hours of training relevant to the job
REQUIRED KNOWLEDGE & SKILLS:
Microsoft Office (Word, Excel, Powerpoint and AutoCAD-2D/Autodesk
Handling of design & constructions issues and value engineering options
Construction terminologies, quantity take-off process, contracts and conditions of projects for bidding
Civil works, field construction, construction project management, site inspection
Above average written communication skills

SCOPE OF WORK:
Evaluates properties in accordance with the Area/Divisions's systems, procedures, and program terms and policies;
Conducts site inspection, verification of title/s and property's land use, and appraisal of properties for acquisition thru CMP;
Gathers and analyzes general and specific data necessary in the preparation of appraisal report;
Prepares site inspection, title verification, appraisal, project accomplishments, and compliance reports;
Validates accomplishment/compliance documents submitted by CMP-M/Developer assesses conditions thereof for purposes of loan release;
Prepares materials for presentation to the SHFC Board including maps, comparable CMP projects within the vicinity and photographs of projects endorsed for LOG approval;
Undertakes a thorough evaluation of the site development and house construction cost estimates submitted by the CMP-M/Community Association to determine the technical feasibility of the proposed project under SHFC's housing programs;
Checks a) the property's boundaries and configuration thru plotting, b) the accuracy of the technical description inscribed in the Transfer Certificates of Titles, c) the approved subdivision plan, and d) the total land area;
Assists in the preparation of the Department's monthly reports;
Identifies issues/bottlenecks encountered in the evaluation/appraisal process and recommends solutions thereof;
Updates the cost indicator manual; and
Performs other related functions as may be assigned from time to time.
